2. A computer record pertaining to an individual is the property of that individual. Only the individual shall have control over the use of the information in his record, and may select to anonymize his record by assigning a code to any identifying information on it.

3. If a computer record contains information classified as putative by a court of law, such as criminal records or voice depositions, any update to such records must be approved and controlled by a computer court.

4. If any computer data base contains derogatory information about an individual, any updates to that data base must be approved by the individual via electronic authorization.

5. No computer system shall be used to exclude the individual from the free exercise of his human, civil and economic rights.

6. No computer system shall provide prior restraint to an individual unless such restraint has been declared by a court of law.

7. A computer system shall be auditable by the individual for the information which pertains to him. This right to data audit must be waived only by electronic authorization.

8. An individual must be the only person capable of modifying his security codes, other than to receive the initial code from the issuing information system.

9. In systems where legal parameters are used to determine eligibility for service, a computer system shall be deemed the final arbiter of inclusion.

10. The updates to public software must be certified by a computer court. Any program changes must be approved by a computer court and be based on the laws governing the system.
